The Texoma Council of Governments (TCOG) is accepting applications for a regular full-time Regional Services Program Planner at its offices at 1117 Gallagher Dr, Sherman, Texas, between 8 a.m. and 5 p.m. until a sufficient pool of applicants has been developed. The Program Planner exercises discretion and independent judgment in the performance of a variety of technical, analytical, and administrative work related to assigned programs within the departmental framework of the COG. Duties include planning, organizing, and implementing fiscal and program operations in accordance with local, state and federal laws and regulations.
The Community and Economic Development Program is multifaceted, comprehensive, and is not limited to just poverty programs or business recruitment. Through regional planning and the implementation of regional development projects, the CED Program encourages using local resources in a way that enhances economic opportunities while improving social conditions in a sustainable way, thus making Texoma a strong region for both businesses and workers. The CED Program also provides oversight of the Municipal Solid Waste (MSW) grant program. The MSW Program provides funding and technical assistance to regional, city, and county governments, school districts, and law enforcement districts within Cooke, Fannin, and Grayson Counties. Funding is provided by pass-through grants from the Texas Commission on Environmental Quality (TCEQ) for local projects that combat illegal dumping, promote recycling, reduce the amount of waste introduced to local landfills, and support the implementation of the Regional Solid Waste Management Plan (RSWMP).
Master’s degree in planning, public administration, public affairs, finance, business or a related field or bachelor’s degree in planning, public administration, public affairs, finance, business or a related field plus at least two years of experience in economic or community development is preferred. Equivalent combination of experience and training which provides the required knowledge, skills, and abilities for the position may be considered in lieu of degree.
