TCOG Energy Services programs are designed to assist in meeting energy needs with low-income households and encouraging consumers to control energy costs through energy education.

TCOG Energy Services Program will present an overview of program benefits for citizens that reside in their jurisdictions. They will explain eligibility criteria, scope of work and requirements for Utility Assistance, Weatherization, and Family Assistance through the Community Services Block Grant.

About the Presenters

Judy Fullylove joined TCOG in 2002 as the Retired and Senior Volunteer (RSVP) Director (2002 – 2006). From 2007 to 2015 she managed the 2-1-1 Information and Referral Program. Currently, Ms. Fullylove directs the Energy Services Department and oversees three federal programs: the Comprehensive Energy Assistance Program (CEAP), the Weatherization Assistance Program (WAP), and the Community Services Block Grant (CSBG). Fullylove resides in Sherman, Texas with John, her husband of 37 years.

Evan Brown joined TCOG is 2014 as an Energy Services Inspector then promoted to Program Manager in 2017 for the Weatherization Assistance Program. Evan holds (5) Active Certifications through the Building Performance Institute (BPI) as TCOG’s Quality Control Inspector.

Kenisha Golston joined the Energy Services department in 2015 as an energy specialist and now manages the Utility Assistance program, which serves Collin, Cooke, Denton, Fannin, Grayson, Hunt and Rockwall counties.
