Texoma Council of Governments is accepting applications for Department Director in our Aging Services Department.

PROGRAM DESCRIPTION
The Aging Services Department is the focal point for a comprehensive system of services for older individuals in the Texoma Region. These programs include: Caregiver/Care Coordination, Benefits Counseling, Senior Corps, Data Management, and Information and Referral.

SUMMARY OF POSITION
The Aging Services Department Director exercises discretion and independent judgment in directing operations of the Aging Services Department and is responsible for providing leadership and management in planning, organizing, and directing the operations of the Department.

ORGANIZATIONAL RELATIONSHIPS

  1. Reports to: Executive Director
  2. Directs: Department Staff
  3. Other: Collaborates with COG staff, outside auditors, federal, state and local agencies and officials, COG Governing Body, and the general public.

ESSENTIAL DUTIES
The essential duties of this position include but are not limited to the following performance measures:

  1. Develop and administer the Area Plan for AAA and Senior Corps programs in accordance with the State and Federal policies and procedures to ensure a comprehensive system of services are provided in the Texoma Region to assist the older population to remain living independently.
  2. Build partnerships and maintain rapport with representatives of local entities to enhance services to the Texoma community provided through TCOG/AAA programs.
  3. Prepare and submit various grant proposals and required reports for State, Federal and Local funds
  4. Direct departmental staff, including assigning and planning work, ensuring training, evaluating performance and making recommendations on hiring, firing, and disciplining;
  5. Develop, oversee and evaluate the various programs within the department;
  6. Maintain knowledge of current state and federal laws, rules and regulations governing departmental programs and ensure that programs are in compliance with all applicable laws, regulations, and grant requirements;
  7. Prepare and manage departmental budgets including monitoring and approving expenditures
  8. Maintain knowledge of programs within the department and respond to inquiries and requests for information from Governing Body members, funding agencies, oversight committees, subcontractors and vendors, and the general public;
  9. Coordinate departmental program activities with other TCOG departments;
  10. Serve as liaison to various advisory committees, governmental agencies, local officials and community and private sector organizations on program activities;
  11. Schedule, coordinate, and attend various meetings, briefings, seminars, and training sessions as appropriate;
  12. Ensure program records and files are properly maintained and updated;
  13. Execute policies and procedures adopted by the Board;
  14. Ensure Older Americans Act, Health and Human Services Commission policies and procedures are adhered to by Department staff.
  15. Develop and administer the Area Plan and resources available to the Area Agency on Aging.
  16. Conduct needs assessments and public meetings to gather information regarding aging services and gaps in service delivery.
  17. Review of the Area Agency on Aging and assessments of Health and Human Services Commission and subcontractor performance reports.
  18. Monitor Health and Human Services Commission reports to assure compliance with applicable laws, regulations, and policies and procedures.
  19. Develop and coordinate an active Texoma Regional Advisory Council and provide staff assistance, as needed.
  20. Review and update Department Operations Manual, Area Agency on Aging Services Operations Manuals, Monitoring Guide Manual and Reporting Forms Manual.
  21. Serve as advocate on behalf of older residents of the Texoma area.
  22. Network with local, state, or national aging organizations to enhance program and professional development.
  23. Ensure that appropriate news releases/articles, etc., are written on activities within department, through coordination with the Public Information & Media Manager.
  24. Perform other duties as required or assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Texas local government structure and intergovernmental relations. Must be able to maintain complete and accurate records; prepare grant proposals and applications; oversee and administer contracts efficiently and effectively; direct and motivate employees; establish and maintain effective working relationships with representatives of local, state and federal agencies, contractors, local businesses, and the general public; demonstrate proficiency in both written and oral communication; understand, apply, and communicate to others rules, regulations, and guidelines prepared by state and federal agencies relating to departmental programs; develop and administer program(s) budget(s); exhibit excellent computer skills including Word and Excel in a Microsoft Windows environment; analyze and interpret data.

EXPERIENCE AND TRAINING
Master’s degree in public or business administration, social science, education or a related field, plus at least six years of experience in administering programs related to designated department is preferred. Equivalent combination of experience and training which provides the required knowledge, skills and abilities for the position may be considered in lieu of degree.

Appropriate driver’s license or available alternate means of transportation.
