Request for Proposal (RFP)

Texoma Council of Governments is soliciting proposals for office space in McKinney, TX (Collin County) for the Energy Services Department.

Energy Services is designed to assist in meeting energy needs of low-income households and encourage consumers to control energy costs through education. The program provides two services to consumers, utility assistance and weatherization services.

Utility assistance provides co-payment of electricity, natural gas, and propane. Weatherization services provides the installation of energy-saving applications to homes which reduces energy consumption up to 40%.

Proposals must be received on or before May 24, 2019. No proposals will be accepted after the deadline. Submissions can be emailed, faxed, mailed or hand delivered during regular business hours: Monday – Friday, 8:00am – 5:00pm. Submissions received after the deadline will not be considered. TCOG reserves the right to accept or reject any or all proposals received. Address proposals to:

  • 150 – 300 square feet, private office
  • Office space, equipped with the following:
    • Connectivity for internet, HDMI, PC and/or laptop
    • Telecommunications
    • HVAC
    • Janitorial services
    • Storage
    • Lighting
    • Carpet
    • Fire alarm/smoke detector and fire sprinkler system
  • Restrooms for customers and employees
  • Reception/wait room area
  • Lunch/break room area
  • Security
  • Signage
  • 5-10 visitor parking spaces

All proposal submissions must include:

  1. Proposer identification & qualifications
    • Name, address and contact information
    • General experience
  2. Address RFP specifications
  3. Cost proposal
    • Initial upfront cost (deposit, fees, insurance, etc.)
    • Monthly lease amount
  4. Floor plan
    • Interior & Exterior
  5. Any other necessary information

Proposer must comply with all applicable federal, state and local laws and regulations and may not be on a local, state or federal Consolidated List of Debarred, Suspended and Ineligible Contractors and Grantees.

Any proposed space must meet all building codes, laws and regulations including compliance with the American’s with Disabilities Act.

Submit one proposal for each proposed space. Multiple proposals are welcomed.
