Texas Congregate Meal Initiative (TCMI). There has been a significant decline in participation of congregate meal programs in Texas and throughout the nation. Between the years of 2005-2017 there was a 65 percent increase in the number of individuals 60 and older in Texas, however there has been approximately a 25% decrease of congregate meals served within the same period. Texas Health and Human Services has partnered with Texas A&M University Public Policy Research Institute (PPRI) and developed an anonymous survey for individuals 60 and older in Texas to better understand barriers in the congregate meal program and to identify opportunities for innovation and improvement within this program.
